Sure Start was one of the flagship policies from the last government, and one of the few that has survived with support from the Coalition.
Naomi Eisenstadt, the first head of Sure Start, visits the RSA to explore the wider context of the development of Sure Start, how the programme developed and grew, and many of the mistakes made along the way, as well as addressing issues of evidence-based policy and practice; the complexity of evaluating major social programmes, and the conflict between standardisation and local determination.
